Policies are plans on how to reach certain objectives. A Public Policy (in the political/governance area) tells you not only how but also how much of public resources are used to invest in the objectives.

Generally speaking, a Policy is a long-term plan, while a Strategy focuses on more specific actions and short or medium-term goals.
